Alabama BEAD Initial Proposal Volume 1 and Volume 2
The Alabama Digital Expansion Division of the Alabama Department of Economic and Community Affairs (ADECA) released a draft of the Alabama Initial Proposal Volume 1 and Volume 2 for public comment in advance of its submission to the National Telecommunications and Information Administration. All interested parties were invited to submit comments regarding the draft document. Comments regarding the draft were collected on an online form until 11:59 p.m. on Thursday, December 14, 2023. Challenge Process
BEAD Challenge Process Prepares to Move into Rebuttal Phase
The Alabama Department of Economic and Community Affairs (ADECA) has closed the Challenge Phase of the BEAD Challenge Process and is preparing to open the Rebuttal Phase on September 16, 2024. The Rebuttal Phase is intended to help the state determine which locations are eligible for BEAD funding. Service providers that have received challenges will be able respond with rebuttal evidence, and any registered challengers will be able to provide rebuttal evidence that may change the status of a location within a service provider’s coverage areas or their Enforceable Commitments.

Please save the date to join representatives from the Alabama Digital Expansion Division of the Alabama Department of Economic and Community Affairs (ADECA) for a webinar to update you on the Rebuttal Phase of the Alabama BEAD Challenge Process. The Rebuttal Phase is intended to help the state determine which locations are eligible for BEAD funding. Service providers that have received challenges will be able to respond with rebuttal evidence, and any registered challengers will be able to provide rebuttal evidence that may change the status of a location within a service provider’s coverage areas or their Enforceable Commitments.

All eligible entities (nonprofits, Tribal governments, local governments, and broadband service providers) can still register in the Challenge Portal and participate. The Rebuttal Phase will close on October 16, 2024. At that time, the state will begin the Final Determination Phase to identify all locations lacking reliable, high-speed broadband that will be eligible for BEAD funding.

These files show the pre-Challenge Process classification (unserved, underserved, or served) of each Broadband Serviceable Location (BSL) in Alabama by FCC Location ID. The files include pre-challenge modifications and deduplication of enforceable commitments.
*Please note: These CSV files may have record counts exceeding the viewable limits in Microsoft Excel and/or other applications. Please open with a text editor such as Windows Notepad or Notepad ++.
These BSLs reportedly have at least one of the following:
• No access to broadband service
• Speeds of less than 25/3 Mbps
• Latency greater than 100 milliseconds
These locations are also reported to lack enforceable commitments for deployment of service that will deliver speeds of at least 100/20 Mbps.
These BSLs reportedly have at least one of the following:
• Speeds of less than 100/20 Mbps but greater than 25/3 Mbps
• Latency greater than 100 milliseconds
These locations are also reported to lack enforceable commitments for deployment of service that will deliver speeds of at least 100/20 Mbps. The file includes locations that are considered underserved based on ADECA’s BEAD pre-challenge modification (i.e., DSL modification).
These BSLs reportedly have access to Reliable Broadband Service with speeds greater than or equal to 100/20 Mbps and latency less than or equal to 100 milliseconds or have an enforceable commitment for the deployment of service that meets those standards.
This file includes ADECA’s list of community anchor institution (CAI) locations.
*The map and data currently provided have undergone pre-challenge deduplication and have been updated to Version 4 of the Broadband Serviceable Locations Fabric (showing National Broadband Map Availability Data as of December 31, 2023, updated May 14, 2024). The final map and data downloads have been released as of July 25, 2024.
