Surplus Property

Overview

ADECA’s Surplus Property Division is responsible for the sale of all property declared excess by state agencies who participate in the Surplus Property Program. It is also responsible for the transfer of all federal surplus property allocated to the state from both military bases and federal agencies.

At any given time, this division has approximately $50,000,000 in inventory on hand. This program saves the Alabama taxpayer millions of dollars annually by selling this property for a fraction of its value to public entities and eligible nonprofit organizations.

This division has two warehouses – one located in Montgomery and one in Eva. The hours of operation for both warehouses is Monday through Friday, 8 a.m. to 4 p.m.

COVID-19 Update

Compliance with the Governor’s most recent Proclamation of April 3, 2020 must be achieved, therefore donees inquiring about surplus property should call the warehouses first. That number is (334) 284-0577 for the Montgomery warehouse, or (256) 796-4434 for the Eva warehouse in Morgan County.

Information on Veteran Small Business Enhancement Act

The working group between NASASP, GSA, and SBA expect to have a final document in early January 2021. Meanwhile, please visit the link below to get your business vetted through the VA.

https://www.vetbiz.va.gov/

This is the first step in the process. We expect an executed MOU by end of January 2021.

Background:

The president signed Public Law (115-416) “Veteran Small Business Enhancement Act” on January 3, 2019. The provisions of the Law impact three federal agencies, the General Services Administration(GSA), Veterans Administration(VA) and the Small Business Administration(SBA).

At this time, the Alabama Surplus Property Program cannot offer surplus property to a Veteran small business until policies and procedures have been developed and a Memorandum of Agreement is finalized.

The U.S. Veterans Administration will be generating the guidelines for the program.

Please check our website regularly for any updates on the progress of this endeavor.
