Overview
ADECA’s Surplus Property Division procures surplus state and federal property for its qualifying donees at a fraction of the original acquisition cost. Service fees are required for donees to obtain property.
This division has two warehouses located in Montgomery (state, GSA, and LESO Federal Property) and Eva (GSA Federal Property). Both locations are open to donees Monday through Friday (excluding state holidays) from 8am to 4pm.
Please note that the Alabama Surplus Property Division operates on a self-sustaining basis and may require recipients to pay a service charge to cover handling, transportation, and administrative expenses. These charges are partly based on percentages of the value of the property.
Eligibility is determined on a case-by-case basis according to state and federal regulations. Interested public agencies and nonprofit organizations must complete the Alabama Surplus Property Program Eligibility Application. Click here for Eligibility.
The Alabama Surplus Property Program has compliance responsibilities for property donated to its donees pursuant to state and federal regulations. All property acquired by a donee, regardless of acquisition cost, must be placed in use within a period of one (1) year from receipt and continue to be used for a year or longer depending on criteria. Recoup, our inventory management system, will automatically generate e-mail notifications and utilization forms to the Authorized Representative’s electronic address on file with the Alabama Surplus Property Program.
After property is held for a period of time to allow eligible organizations an opportunity to purchase it, it is sold to the public. See the Public Auctions page for more details.
