Law Enforcement and Traffic Safety Division

The Law Enforcement and Traffic Safety Division of ADECA ad-ministers grants to make communities and roads safer, providing funding for victim services, law enforcement, juvenile justice and traffic safety programs. The grants are awarded to state and local government agencies and eligible nonprofit organizations, including domestic violence shelters.

 

Highway Safety and Justice Programs

ADECA administers grants for several programs to reduce traffic related injuries and deaths. These include two year-round programs, the Selective Traffic Enforcement Program and the Hot Spot Impaired Driving Program, both of which are used by state and local law enforcement agencies to focus enforcement efforts on dangerous driving behaviors such as impaired driving and excessive speed. Two seasonal campaigns are held each year focusing on raising awareness and encouraging better driving habits. “Click It or Ticket” is held around Memorial Day to pro-mote seatbelt awareness, and “Drive Sober or Get Pulled Over” is held around Labor Day to discourage driving while under the influence of drugs or alcohol.

LETS administered a total of $13.1 million in grants for highway safety campaigns in 2025 from funds made available to the state through the National Highway Traffic Safety Administration.

The Justice Programs Unit administers the state’s Drug Task Force Program, which was created to take drugs out of communities and arrest offenders. The Alabama Law Enforcement Agency oversees the program’s seven regional task forces, each of which receives funding made available by the U.S. Department of Justice. Task force members made 908 arrests in 2025 while seizing a wide variety of illegal drugs, including about 267 kilograms of methamphetamine and 175 kilograms of cocaine.

The Justice Programs Unit also provides funds for state and local law enforcement to purchase new equipment. In 2025, the unit administered 21 equipment grants totaling nearly $1.2 million from the U.S. Department of Justice’s Edward Byrne Memorial Justice Assistance Grant Program. In addition, the unit administered nine neighborhood safety grants totaling $324,730.

 

Victims of Crime and Violence Prevention

The impact of domestic violence and sexual assault can be devastating for victims. The Victims of Crime and Violence Unit funds organizations that provide many services to victims, including emergency shelter, forensic exams, counseling and assistance with navigating the criminal and civil justice systems.

The unit also provides funds to assist victims of crimes including child abuse, elder abuse, human trafficking, stalking and identity theft.

Funding to support nonprofit organizations that assist these victims originates from sources including the Victims of Crime Act and the Family Violence Prevention and Services Act. LETS administered 159 grants through these sources in 2025, for a total of $26.2 million.

State funds to support victims are awarded through the Alabama Domestic Violence Trust Fund, which receives funds from marriage recording fees. The fees are distributed quarterly, with 16 grants worth $2.1 million awarded in 2025.
