Hurricane Emergency Equipment Grant Program

Executive Summary

 

The Alabama Department of Economic and Community Affairs (ADECA) Law Enforcement and Traffic Safety Division (LETS Division), as the State Administering Agency (SAA), has developed goals to assist in subgrant program selections for the State of Alabama’s Hurricane Emergency Equipment Grant.  Our data indicates that the vast majority of law enforcement elements, primarily police departments throughout the State are experiencing short-falls in their ability to purchase equipment needed to keep them abreast with the influx of criminal activity that has resulted from the displaced populace of hurricane Katrina affected areas.

 

Each subgrant program that is funded through the ADECA LETS Division's Hurricane Emergency Equipment Grant shall be designed to enhance operational capabilities through equipment purchases and upgrades in technological capabilities so as to adequately address the foray of criminal activity that resulted from Hurricane Katrina within Alabama.

 

Project Description

The primary objective of this grant is to provide local law enforcement elements and selected municipalities with funding to upgrade and/or enhance law enforcement equipment including, but not limited to police cars, computers and peripheral equipment, police radios and other communications equipment, weapons and body armor, and other equipment deemed vital to effective police operations and other crime reduction strategies as warranted by the needs of the community.

 

The secondary objective is to promote and encourage coordination and cooperation among law enforcement agencies operating within the State that are combating violent crime and illegal drug activities, and to promote and encourage their coordination and cooperation with other jurisdictional entities that are providing support and assistance to the overall effort by providing services to criminal justice system components.  This is a comprehensive goal set out to promulgate a cooperative atmosphere between the several participating entities whose mandates are to enforce the State’s laws and to protect and to serve the public.

 

Eligibility

Any sheriff’s department, law enforcement agency, or municipality with a police department or force is eligible to submit an application to the Alabama Department of Economic and Community Affairs, Law Enforcement Traffic Safety Division for a grant to purchase law enforcement equipment. Component submitting the grant must be prepared to provide a 10% match for funding awarded through ADECA/LETS.

 

Components not participating in the Uniform Crime Reporting (UCR) process, via the Alabama Criminal Justice Information Center (ACJIC), will not be eligible for funding.
