Residential Substance Abuse Treatment (RSAT) for State Prisoners Grant Program
Eligible Applicants:
State or local governments.

Eligible Activities:
The RSAT formula grant funds may be used to implement residential substance abuse programs that provide individual and group treatment activities for individual offenders in residential facilities operated by State and local correctional agencies.The RSAT program(s) must: (1) last between six and twelve months; (2) be provided in residential treatment facilities set apart from the general correctional population; (3) develop the inmate’s cognitive, behavioral, social, vocational, and other skills to solve the substance abuse and related problems; and (4) implement or continue to require urinalysis and/or other proven reliable forms of drug and alcohol testing.

Grant Limits:
Agencies desiring to participate in the RSAT Program must submit applications with budget levels designed to accomplish the goals set out in the application.

Timing:
Application for RSAT Grants may be filed any time during the year.

Funding Criteria:
The following factor governs the funding decision for a RSAT subgrant:

RSAT Grant Programs require a 25 percent local cash match

Compliance Requirements:
RSAT Subgrants are subject to all state and federal laws and requirements such as drug free work place, certification regarding lobbying, certified assurances concerning the Violent Crime Control and Law Enforcement Act of 1994, and general grant conditions and assurances.
