Juvenile Justice Formula Grant Program
The Juvenile Justice and Delinquency Prevention Act, passed in 1975, provides assistance to the Juvenile Justice System. The objectives and goals declared by Congress in the Juvenile Justice and Delinquency Prevention Act are to provide the necessary resources, leadership, and coordination: (1) to develop and implement effective methods of prevention and reducing juvenile delinquency, including methods with a special focus on maintaining and strengthening the family unit so that juveniles may be retained in their homes; (2) to develop and conduct effective programs to prevent delinquency, to divert juveniles from the traditional juvenile justice system, and to provide critically needed alternatives to institutionalization; (3) to improve the quality of juvenile justice in the United States; and (4) to increase the capacity of State and Local governments and public and private agencies to conduct effective juvenile justice and delinquency prevention and rehabilitation programs and to provide research, evaluation, and training services in the field of juvenile delinquency prevention.

Objective:
The mandated objectives of the OJJDP Act are to provide assistance to the states to remove juveniles who are charged with or who have committed offenses that would not be criminal if committed by an adult from secure detention facilities or secure correctional facilities, to provide assistance to insure that juveniles shall not be detained or confined in any institution in which they have contact with adult persons that are incarcerated. To provide assistance to insure that no juvenile shall be detained or confined in any jail or lockup for adults.

Eligible Applicants: Subgrants with governmental agencies or private non‑profit agencies that present proposals designed to accomplish the objective of the OJJDP Act.

Eligible Activities:  Non‑secure community based residential facilities (Attention Homes) secure community based residential facilities. (Detention Homes).Programs that are prevention oriented and meet the requirements of the OJJDP Act.

Grant Limits:
Agencies desiring to participate in the Formula Grant Program must submit applications with budget levels designed to accomplish the goals set out in the application.

Timing:
Application for Formula Grants may be filed any time during the year. Funding decisions are the sole prerogative of the State Juvenile Justice Board.

Requirements:
The following requirements apply to JJDP Grants:

(a)The State Juvenile Justice Board established priorities requiring the subgrantees to design programs that will address the mandates of the JJDP Act.

1. Deinstitutionalization of Status Offenders.

2. Jail Removal.

3. Sight and Sound Separation in secure facilities from the adult population.

4. Over representation of minorities

Funding Criteria:
The following factors govern the funding decision for a JJDP subgrant:
  • Programs must address the priorities established by the State Juvenile Justice Board and mandated by the JJDP Act.
  • The State Juvenile Justice Board must vote to fund each subgrant.
  • Formula Grant Programs do not require local cash match.

Compliance Requirements:
JJDP Subgrants are subject to all state and federal laws and requirements such as drug free work place, certification regarding lobbying,certified assurances concerning the Juvenile Justice and Delinquency Prevention Act and general grant conditions and assurances.
