The Workforce Investment Act (WIA), Incumbent Worker Training Program (IWTP) is funded by the United States Department of Labor and administered by the Office of Workforce Development.  The purpose of the program is to provide assistance to Alabama employers to help with certain expenses associated with new or upgraded skills training of full-time, permanent company employees to help avert layoffs, reduce turnover, and become more competitive.  The IWTP skills upgrade training should also result in increased employee wages, acquisition of transferable skills, and retention for employees.

Currently ADECA is in the process of updating the IWTP application and guidelines to include the required compliance by employers with the State’s new Immigration Law, H.B. 56.

Update:  Congress has recently announced that funding normally used for WIA programs, including the Incumbent Worker Training Program, will be reduced for all states.  It is anticipated that the funds provided to Alabama will be insufficient to cover mandated activities and additional discretionary programs.  Therefore, it is not likely the Incumbent Worker Training Program will have any funds available for the Fiscal Year 2012, beginning October 1, 2011 or for the Program Year 2011 beginning July 1, 2011.  This is a major upset to the workforce development activities that are funded and administered throughout the state of Alabama and the nation.  Should any additional information be released or funding changes made this website will be updated accordingly.
